The Livelihood Improvement Family Enterprises Project for the Niger Delta (LIFE-ND) stands as one of Nigeria’s most strategic interventions aimed at tackling rural poverty, unemployment, and food insecurity through sustainable agricultural development.
Conceived as a partnership between the Federal Government of Nigeria, the Niger Delta Development Commission, and the International Fund for Agricultural Development, the project represents a deliberate shift from subsistence farming to enterprise-driven agribusiness. It primarily targets youths and women in rural communities across the Niger Delta.
Since its launch in February 2019, LIFE-ND has recorded significant progress across Abia, Bayelsa, Cross River, Delta, Edo, and Ondo States, with complementary interventions in Akwa Ibom, Imo, and Rivers under NDDC funding. The overarching goal is to improve income levels, boost food security, create jobs, and reduce youth restiveness through viable agri-enterprises.
After six years of implementation, the project has demonstrated measurable success, attracting additional financing of $32 million to consolidate gains and expand operations over another three-year cycle beginning in March 2025.
A key strength of LIFE-ND lies in its innovative enterprise development model. Beneficiaries, known as “incubates,” are attached to experienced agribusiness operators who provide mentorship, hands-on training, and technical guidance. This ensures that participants acquire practical skills needed to establish and manage profitable ventures, rather than relying solely on theoretical knowledge.
The project focuses on high-value agricultural commodities, including rice, cassava, plantain, oil palm, cocoa, poultry, and fisheries. By operating in selected rural communities, LIFE-ND directly engages populations often excluded from mainstream economic opportunities. Its strong emphasis on gender inclusion has also ensured that women play a central role in the agricultural value chain.
The ongoing expansion phase is expected to reach over 13,000 new incubates and provide business development services to more than 51,000 beneficiaries, deepening impact and strengthening institutional capacity across the region.
Beyond production, LIFE-ND has made substantial investments in infrastructure to improve market access and reduce post-harvest losses. Achievements include over 130 kilometers of rural roads, climate-resilient bridges and culverts, solar-powered water schemes, and the development of thousands of hectares of farmland, alongside multiple market, storage, and production facilities.
In response to climate challenges, the project has also integrated weather-based advisory services. In collaboration with the Nigerian Meteorological Agency, farmers receive seasonal forecasts and crop guidance via SMS and digital platforms, while weather stations have been installed to support climate-smart agriculture.
The impact of LIFE-ND on Nigeria’s economy is substantial. The project has generated over 23,000 jobs, trained more than 26,000 individuals in income-generating activities, and produced over 122,000 metric tonnes of agricultural output, translating into more than ₦31 billion in income for beneficiaries. These outcomes underscore agriculture’s potential as a key driver of economic diversification.
The initiative aligns with the broader agricultural transformation agenda of the Federal Government, championed by the Minister of Agriculture and Food Security, Abubakar Kyari, and the Minister of State, Aliyu Sabi Abdullahi. It also reflects the Renewed Hope Agenda of President Bola Ahmed Tinubu.
More than just an agricultural programme, LIFE-ND is a transformative platform for economic empowerment, social inclusion, and sustainable development. By investing in people, strengthening value chains, and fostering partnerships, the project is laying a solid foundation for long-term prosperity in the Niger Delta.
As Nigeria continues to confront the challenges of unemployment and food insecurity, LIFE-ND offers a practical and scalable model for inclusive growth and national development.
