A human rights group, the Conscience for Human Rights and Conflict Resolution (CHRCR), has called on the National Assembly to conclude the remaining legislative processes on state police without delay.
The group made the call after the Kogi State House of Assembly passed the constitutional alteration on the establishment of state police.
In a statement on Wednesday, October 28, 2026, its Executive Director, Idris Miliki Abdul, said the development had advanced the debate on state policing in Nigeria.
He noted that the reported passage of the proposal by the required number of state assemblies was encouraging for efforts to decentralise security management.
Abdul described security as a collective responsibility. He stressed that a secure environment was essential for building a peaceful society.
According to him, state police could strengthen efforts to prevent and counter violent extremism (PCVE). He said it would do so by bringing security responses closer to communities.
He added that state policing would encourage greater grassroots participation in security management.
Abdul said involving communities could improve local responses to emerging threats. In his view, it would also complement broader efforts to tackle insecurity across the country.
CHRCR therefore urged the National Assembly to conclude all outstanding legislative processes required to give effect to the state police proposal.
The group also called on the Kogi State Government to establish a review and implementation committee.
The committee, it said, should develop the necessary framework and operational modalities ahead of the proposed law’s eventual implementation.
Abdul said early preparations would help the state develop a coordinated approach to state policing. He explained that this would be possible once the constitutional and legislative requirements had been fulfilled.
He reiterated the need for collective action by government institutions, communities and other stakeholders. Such cooperation, he said, would strengthen security and promote peace across Kogi State.
