Lagos State generated more Internally Generated Revenue (IGR) in 2025 than 22 other states combined, as the 36 states and the Federal Capital Territory recorded a combined N5.15 trillion during the year.
The figure represents a 40.93 per cent increase from the N3.65 trillion generated by the states and the FCT in 2024, according to the 2025 Internally Generated Revenue Report of the National Bureau of Statistics (NBS).
Lagos accounted for N1.77 trillion of the total, making it the highest-earning jurisdiction in the country.
The combined IGR of the 22 states ranked below the top 15 jurisdictions stood at N909.35 billion, meaning Lagos alone generated almost twice the amount recorded by those states.
Rivers State followed Lagos with N428.42 billion, while Enugu recorded N406.77 billion to rank third.
The Federal Capital Territory generated N356.34 billion, placing it fourth, while Ogun State ranked fifth with N252.36 billion.
Delta generated N202.49 billion, followed by Edo with N132.21 billion, Oyo with N103.25 billion, Kano with N102.26 billion and Akwa Ibom with N100.80 billion.
Other states in the top half of the table included Kwara with N95.36 billion, Kaduna with N86.75 billion, Abia with N70.41 billion, Jigawa with N66.73 billion and Niger with N66.37 billion.
Katsina recorded N64.29 billion, Ondo N60.32 billion, Cross River N58.64 billion, Ekiti N57.09 billion, Anambra N57.03 billion and Osun N56.84 billion.
At the lower end of the table, Ebonyi generated N17.18 billion, while Yobe recorded the lowest IGR at N16.01 billion.
Tax revenue dominates IGR
The NBS report showed that tax revenue accounted for N3.79 trillion of the total IGR generated by the states and FCT, while Ministries, Departments and Agencies contributed N1.36 trillion.
Pay-As-You-Earn (PAYE) was the largest tax component, generating N2.64 trillion.
Withholding tax contributed N503.46 billion, while other taxes accounted for N300.21 billion.
Direct assessment generated N112.65 billion, stamp duties N111.57 billion, road taxes N49.88 billion and capital gains tax N12.40 billion.
Local government revenue stood at N65.82 billion.
The figures highlight the wide disparity in the capacity of states to raise revenue internally, with Lagos alone accounting for more than one-third of the combined IGR generated by all jurisdictions outside the 10 lowest-ranking states.
