FAAC Shares ₦1.928trn Federation Revenue for November 2025

The Federation Account Allocation Committee (FAAC) has distributed ₦1.928 trillion to the Federal Government, States, and Local Government Councils (LGCs) as Federation Allocation for the month of November 2025, from a gross revenue of ₦2.343 trillion.
Director of Information and Public Relations, Mohammed Manga in a statement indicated that the allocation was approved at FAAC’s December 2025 meeting, chaired by the Honourable Minister of State for Finance, Dr. Doris Uzoka-Anite.
According to the statement, from the amount shared, the Federal Government received ₦747.159 billion, States received ₦601.731 billion, and Local Government Councils received ₦445.266 billion. Oil-producing states received ₦134.355 billion as 13 per cent derivation revenue.
Explaining furthe it stated that a total of ₦84.251 billion was deducted as cost of collection, while ₦330.625 billion was set aside for Transfers, Interventions, and Refunds.
According to the FAAC communiqué, gross Value Added Tax (VAT) revenue for November 2025 stood at ₦563.042 billion, down from ₦719.827 billion in the preceding month—a decline of ₦156.785 billion.
From the VAT revenue, ₦22.522 billion was deducted as cost of collection and ₦54.682 billion allocated for Transfers, Interventions, and Refunds.
The balance of ₦485.838 billion was distributed among the three tiers of government, with the Federal Government receiving ₦72.876 billion, the States allocated ₦242.919 billion, and the Local Government Councils receiving ₦170.043 billion.
The communiqué further showed that gross statutory revenue for November 2025 amounted to ₦1.736 trillion, representing a ₦427.969 billion drop from the ₦2.164 trillion recorded in October.
From the statutory revenue, ₦59.993 billion was deducted as cost of collection, while ₦273.925 billion went to Transfers, Interventions, and Refunds.
The remaining ₦1.403 trillion was shared among the tiers of government, with the Federal Government receiving ₦668.336 billion, the States allocated ₦338.989 billion, and the Local Government Councils receiving ₦261.346 billion, while ₦134.355 billion was paid to oil-producing states as 13 per cent derivation revenue.
FAAC also distributed ₦43.400 billion generated from the Electronic Money Transfer Levy (EMTL), with the Federal Government receiving ₦5.947 billion, the States allocated ₦19.823 billion, and the Local Government Councils receiving ₦13.876 billion. From the total EMTL proceeds, ₦1.736 billion was deducted as cost of collection, while ₦2.018 billion was set aside for Transfers, Refunds, and Savings.
The communiqué noted that Excise Duty recorded a modest increase during the month. However, several major revenue lines—including Petroleum Profit Tax (PPT), Hydrocarbon Tax (HT), Company Income Tax (CIT), Oil and Gas Royalties, Import Duty, CET Levies, VAT, EMTL, and other fees—posted significant declines.
In total, the ₦1.928 trillion distributed for November 2025 was sourced from ₦1.403 trillion in Statutory Revenue, ₦485.838 billion from Value Added Tax (VAT), and ₦39.646 billion from the Electronic Money Transfer Levy (EMTL).
