Tension in Rivers as Police take over LG secretariats over chairmen’s tenure

Following the expiration of the tenure of LG chairmen in Rivers state, the Police have mounted sentries at the secretariats of four local government councils as stand guards
Police vans were cited at the entrances of Port Harcourt City, Obio/Akpor, Ahoada East and Ogu/Bolo LGAs.
Earlier, youths in Degema and Asari/Toru LGAs youths had earlier occupied their respective council secretariats in protest against the extension of the tenure of the LG chairmen.
The youths were seen in viral videos on social media chanting solidarity songs in support of Governor Siminalayi Fubara

However the Governor is expected to appoint to manage the local councils on a temporary basis.
The outgoing LG chairmen, who are loyal to the Minister of the Federal Capital Territory, FCT, Nyesom Wike, had their tenure extended by an amended Local Government Law Number 5 of 2018 by the faction of the State House of Assembly headed by Martins Amaewhule.
However, the extension was nullified by a Rivers State High Court ruling on May 21, 2024, which declared the Local Government Law No. 2 of 2024 as inconsistent with the 1999 Constitution.
Despite the court’s ruling, the chairman of Ikwerre LGA, Samuel Nwanosike, has vowed to remain in office.
Two LG chairmen from Bonny and Opobo/Nkoro, who are loyal to Fubara, celebrated the expiration of their tenures with a thanksgiving service on Sunday.
The Governor is yet to release an official list of Caretaker Committee Chairmen to manage the affairs of the various LGAs following the tenure expiration.

Nigeria is in a mournful mood, after it lost one of its most influential voices in national politics and Niger Delta activism, Chief (Dr.) Senator Edwin Kiagbodo Clark, OFR, CON.
The elder statesman and Ijaw national leader passed away on Monday, February 17, 2025, at the age of 97.
His family, in a statement signed by Prof. C. C. Clark for the family and Mr. Penawei Clark for the children, confirmed his passing and expressed appreciation for the outpouring of prayers and support. Further details about his funeral arrangements will be announced later.

Chief Edwin Clark was not just a politician; he was a movement. His life’s work revolved around justice, equity, and the development of the Niger Delta region.
From his early days in public service to his tenure as Federal Commissioner for Information under General Yakubu Gowon, he never wavered in his commitment to his people.

As a fearless advocate, he championed resource control and economic justice for oil-producing communities, often challenging successive governments to address the plight of the Niger Delta.
Through the Pan-Niger Delta Forum (PANDEF), he remained a key voice in Nigeria’s restructuring debate, consistently pushing for a fairer federation.

His contributions extended beyond politics. He was the founder of Edwin Clark University in Kiagbodo, a lasting testament to his dedication to education and youth empowerment. A mentor to many, Clark’s influence shaped the careers of numerous politicians, activists, and leaders across Nigeria.

His passing marks the end of an era, but his legacy of courage, advocacy, and unwavering dedication to his people—will live on.

PANDEF Demands NNPC Leadership for Niger Delta, Insists on Independent Ministry for Niger Delta Affairs

The Pan Niger Delta Forum (PANDEF) has called for the appointment of the next Group Managing Director (GMD) of the Nigerian National Petroleum Company Limited (NNPCL) from the South-South region, emphasizing the Niger Delta’s pivotal role in the nation’s oil wealth.
This demand was made during a courtesy visit by the PANDEF National Executive Committee (Exco), led by Ambassador Godknows Igali, OON, to the Bayelsa State Council of Traditional Rulers in Yenagoa.
Ambassador Igali highlighted that the Niger Delta, which produces the bulk of Nigeria’s oil, has long been marginalized in leadership positions within the oil and gas sector.
He argued that it is only fair that the next GMD of NNPCL, the key player in Nigeria’s petroleum industry, comes from the region.

“The Niger Delta has been the backbone of Nigeria’s economy for over 60 years,” Igali stated. “It is time for our people to not only bear the burden of oil production but also have a direct hand in managing these resources at the highest level.
“A GMD from our region will ensure that policies reflect the needs and aspirations of the communities most affected by oil exploration.”

PANDEF also rejected any proposal to merge the Niger Delta Development Commission (NDDC) under a broader Ministry of Regional Development.
Igali stressed that the NDDC was established specifically to address the environmental degradation and underdevelopment caused by decades of oil exploitation in the Niger Delta.

“NDDC is an interventionist agency rooted in the principle of derivation, and it must remain independent,” he said. “Merging it under a generalized ministry would dilute its focus and undermine its effectiveness in tackling the unique challenges faced by our region.”

Ambassador Igali disclosed that PANDEF had submitted a formal memo to President Bola Tinubu, co-signed by the forum’s Board of Trustees, urging him to sign the South-South Development Commission Bill into law.
The bill, recently passed by the National Assembly, aims to accelerate development in the region.
Ambassador Igali also addressed the severe environmental degradation in the Niger Delta, calling for urgent action to restore the region’s ecosystem. He noted that the environmental cleanup process could take up to 30 years due to the extent of the damage caused by oil spills and gas flaring.

“Oil companies operating in our region must respect the communities and take responsibility for the environmental destruction they have caused,” Igali asserted.

He further advocated for agricultural development in the Niger Delta, comparing the region’s fertile soil to that of Vietnam, a country renowned for its rice production. “We have the capacity to feed ourselves and become an agricultural powerhouse,” he said, emphasizing the need for diversification beyond oil.

The Chairman of the Bayelsa State Council of Traditional Rulers, HRM King Bubaraye Dakolo, expressed strong support for PANDEF’s initiatives, praising the Exco for its commitment to the region’s development.

“The Niger Delta has fed Nigeria for over six decades, yet we have little to show for it,” King Dakolo stated. “The Igali-led Exco is made up of individuals with proven track records who can bring about meaningful change.”

King Dakolo urged PANDEF to develop new strategies to protect the region from exploitation and to drive sustainable development. Using the metaphor of the porcupine, he emphasized the resilience of the Niger Delta: “We may seem small, but like the porcupine, we are not to be trampled upon.”

He also called on the Federal Government to establish a Marine Safety Corps to address the unique security challenges faced by riverine communities in the Niger Delta, akin to the Federal Road Safety Corps for road transportation.

As a symbol of support, King Dakolo presented two of his published books, including an award-winning work, to PANDEF through Ambassador Igali.

The visit to the Bayelsa State Council of Traditional Rulers underscores PANDEF’s commitment to unifying the South-South region and amplifying its voice in national discussions. Ambassador Igali reiterated PANDEF’s resolve to ensure the Niger Delta receives its fair share of national resources and representation.

“Though we speak different languages, the Niger Delta now speaks with one voice through PANDEF,” he declared. “We will continue to advocate for our people until justice and equity are achieved.”

The demands for leadership roles in key institutions like NNPCL and the preservation of the NDDC’s independence reflect PANDEF’s broader goal of ensuring the Niger Delta’s resources are managed in ways that directly benefit the region’s communities.

PANDEF congratulates Governors Diri, Otu on emergence as South South Governors Forum Leaders

The Pan Niger Delta Forum (PANDEF) congratulates His Excellency, Governor Douye Diri of Bayelsa State, and his excellency, Governor Bassey Otu of Cross River State on their emergence as Chairman and Vice Chairman, respectively, of the South South Governors Forum.
PANDEF Spokesman Olorogun (Sir) Obiuwevbi Ominimini, in a statement issued on Monday in Abuja said their election is a testament to their proven leadership, dedication to governance, and commitment to the development of the South South region.
According to the statement PANDEF is confident that under their leadership, the forum will take bold steps to address critical regional challenges.

“The South South needs strong collaboration to drive progress in key areas, including establishing a robust regional security architecture to combat threats, Prioritizing a regional railway network and marine transportation system.”
The statement also said their appointment will help in reviving and adequately funding the BRACED Commission to drive regional economic integration.
Explaining further, the statement indicated Governors Diri and Otu bring vast legislative and executive experience, positioning them to effectively champion policies and projects that will uplift the region and its people.

“PANDEF is eager to collaborate closely with the new leadership of the forum to accelerate sustainable development and enhance the quality of life for South South citizens.”

“Once again, we extend our warm congratulations and wish them wisdom, strength, and divine guidance as they embark on this important task.”
