NDDC justifies N1.911trn 2024 budget

The Niger Delta Development Commission (NDDC) has defended its N1.911trn 2024 Budget before the Senate Committee on the NDDC.
The Managing Director of the agency, Dr. Samuel Ogbuku, presented the estimates of the fiscal document to the senators, however said N100b was set used to settle some part of its debts that have accumulated over the years

Dr. Ogboku made the presentation in company top management staff of the commission and the NDDC board members.

He said the Budget was prepared to prioritize improvement in security, job creation, youth and women empowerment, social welfare, education and infrastructure, among others.

According to him, “the proposed Budget seeks to move the Commission from transaction to transformation and was a product of participatory budgeting process that involved all the major stakeholders in the Niger Delta Region with the theme “Budget of Renewed Hope Agenda”.

He said, “In preparing the 2024 Budget, our primary objective has been to qqqqsustain our robust foundation for sustainable economic development.

He said an aggregate expenditure of N1.911trn has been proposed for the Niger Delta Development Commission in 2024

He put the agency’s outstanding revenue from last fiscal year at N12bn; Arrears owed by the Federal Government and recoveries by federal agencies at N170bn.

Ogbuku said the agency proposed to borrow N1trn; projected N324bn as Federal Government contribution and N25bn ecology fund.

The Managing Director added that the commission was expecting N375bn as oil companies’ contributions and projected N5bn an internally generated revenue.

On expenditure, the NDDC planned to spend N38.545bn as personnel cost; Overhead cost of N29.246bn and Internal Capital of N8.785bn.

Ogbuku added that the agency would fund legacy projects with the N1trn it intends to borrow from commercial and development banks while additional N835.222bn.

He said, “As of April 30th 2024, the Commission’s actual aggregate revenue inflow was N683.2bn approximately 78% of the targeted N876bn.

“This comprise N146.4 billion representing (122%) from the Federal Government and N394.5 billion representing (141%) from Oil & Gas Companies. We had a carry forward of N105billion from 2023 representing (2117%).

“Investing in critical infrastructure is a key component of our fiscal strategy under the 2024 Budget Proposals.

“The present management has noted that the Commission alone would not be able to effectively address the development challenges in the Niger Delta region.

“Towards this end, we are re-navigating Its process of intervention by adopting Public-Private-Partnership model as a vehicle to drive a sustainable development in the Niger Delta Region.

“Accordingly, to this end, we are in partnership with the Industrial Training Fund to gainfully engage the youth of the region to reduce crime, economic sabotage.”

On indebtedness, he said the agency made a provision for payment of legacy debt in the budget.

He said, “What we have there is about a hundred million which we believe if we phase out this, maybe in the next 10 years, we should have been able to pay off most of all these legacy debts.
“Some of these debts are even 20 years old. Some of them are 15 years old, but they are not debts you can pay in one year.
“So we just want to phase them within a period of maybe 10 years. That’s why we made that estimate provision.”

He said the agency was also in partnership with the Niger Delta Chamber of Commerce, Trade, Mines, and Agriculture (NDCCTIMA). Several Organisations and State Governments have approached the Commission for partnerships and we are currently engaging them to fine tune the process.

He said, “The main emphasis will be the completion of as many ongoing legacy projects that have advanced greatly.
“It is our expectation that by the end of the 2024 fiscal year we would have completed more than 200km of roads across the Niger Delta Region, as we understand that our people have different expectations on the Budget of NDDC and they believe the Commission will respond to all their demands.
“However, the reality is that resources are limited and no Budget can ever meet and satisfy the yearnings of each and every member of the rural communities.
“We can only devote our efforts to providing support for the needs of the greater number of our people.
“Our fiscal reforms shall introduce new performance management frameworks to regulate the overhead cost.
“Accordingly, only activities that are tied to measurable programmes will be approved.
“We have moved away from the previously line item budgeting system to sectoral allocation of fund to encourage performance and we are confident that this will shore up productivity.”
The Chairman of the Senate Committee on the NDDC, Asuquo Ekpenyong, tasked the agency’s management to ensure prompt submission of their annual budgets.
He said, Your budget must get here early. Let the budget of 2025 reach us by December,2024.
“Some of your innovations like light up Niger Delta and programs for the youth of the area in education sector are also commendable.
“Budget defence of the commission for the year 2024. The commission hasn’t had an operational budget for a while.”
A member of the Committee, Senator Orji Uzor Kalu, said the panel in the 10th Senate, would carry out massive oversight functions on the projects and activities of the NDDC more than ever before.

Lawan condoles with Borno Governor, victims of flood disaster

Former President of the Senate, Ahmad Lawan has extended his condolences to Governor Babagana Zulum and the people of Borno State following the recent devastating floods that have ravaged parts of the state.
A statement by his media adviser Dr. Ezrel Tabiowo quoted Lawan to have expressed deep sadness over the loss of lives and property caused by the disaster, which has left many residents displaced and without livelihoods.

He urged swift intervention from the National Emergency Management Agency (NEMA) and other relevant agencies to provide relief materials and assistance to the affected communities.

Lawan, who represents Yobe North Senatorial District, commended Governor Zulum’s efforts in responding to the flood disaster and pledged his support for the affected communities.

The former Senate President’s statement conveyed his solidarity with the people of Borno State during this challenging time.
The statement reads, “I am deeply saddened by the news of the severe flooding in Borno State, which has caused untold hardship and suffering to our compatriots. My heart goes out to those who have lost loved ones and property in this disaster.

“I urge the National Emergency Management Agency (NEMA) and other relevant agencies to swiftly provide relief materials and assistance to the affected communities.“

“I want to commend Governor Babagana Zulum for his proactive efforts in evacuating residents from the flooded areas and providing temporary shelters for them. His leadership has been instrumental in minimizing the impact of the disaster.“

He commended the federal government for providing additional support to Borno State to enable it to cope with the aftermath of the flood.

Lawan also urged the Borno State government to work with relevant agencies to find lasting solutions to the flooding in the state.

“While we commiserate with the victims of the flood, we must also work towards finding lasting solutions to this perennial problem. The Borno State government, in collaboration with relevant agencies, should embark on a comprehensive flood control programme to mitigate future disasters,” he said.

Senator Lawan prayed for the repose of the souls of those who lost their lives in the flood and wished the injured a speedy recovery.

KGHA Resumes Sitting, Congratulates Ododo over Supreme Court Victory

The Kogi State House of Assembly has reconvened after a lengthy recess, with Speaker Rt. Hon. Aliyu Umar Yusuf expressing gratitude and excitement over the Supreme Court’s affirmation of Governor Ahmed Usman Ododo’s victory in the November 11th governorship election.

In his welcome address to members, Speaker Yusuf commended the lawmakers for their solidarity and assured them of the ruling All Progressives Congress (APC)’s commitment to collaborative governance for the state’s betterment.

Kogi Assembly Passes Vote of Confidence on Governor Usman Ododo

The Kogi State House of Assembly has passed a Vote of Confidence on Governor Ahmed Usman Ododo, lauding his outstanding achievements over the past seven months.

The vote of confidence was passed during Tuesday’s plenary session following the adoption of a motion on Urgent Public Importance, moved by Hon. Akus Lawal (APC-Ankpa 1).

In his motion, Hon. Akus highlighted the governor’s significant accomplishments in fiscal discipline, financial management, agriculture, health, security, infrastructure development, and education.

The motion commended Governor Ododo’s efforts in reducing the state’s domestic debt from N121 billion to N38 billion, earning Kogi State a “B-” rating with a positive outlook from FITCH Ratings.

The governor’s initiatives in agriculture, such as designating 8,000 hectares of farmland, releasing N8 billion to farm clusters, and refurbishing 200 tractors, were also praised.

In health, the motion recognized the governor’s efforts in formalizing the Health Insurance Scheme, revitalizing over 70 primary health centers, and distributing essential consumables and hospital equipment.

The governor’s commitment to security, infrastructure development, and education was acknowledged as well, including the engagement of local hunters and vigilantes, the launch of a metropolitan quick response unit, and the construction of roads and model colleges.

The House of Assembly’s vote of confidence is a testament to Governor Ododo’s dedication to transforming Kogi State and improving the lives of its citizens.

Hon. Jibrin Abu (APC-Ajaokuta) seconded the motion, which was supported by other members. In their various submissions, they applauded the governor for his achievements despite the pressure from ongoing litigation.

In his ruling on the motion, Speaker of the House, Rt. Hon. Aliyu Umar Yusuf, noted that despite the pending litigation from the election, the governor had achieved a great deal within seven months. He highlighted Governor Ododo’s impact on fiscal discipline, financial management, debt reduction, improved Internally Generated Revenue (IGR), and advancements in the agricultural sector.

Speaker Yusuf also emphasized the tremendous support the health sector has received under Ododo’s administration, from private healthcare to tertiary health institutions. He noted significant improvements in security, infrastructure development across the three senatorial districts, continuity and support for education, as well as reforms and improvements in Kogi’s civil service at both the state and local government levels.

He concluded that the governor not only deserves a pass mark but also excellence, and that a Vote of Confidence to support and encourage him was indeed in order.

Speaker Yusuf then adopted the motion following overwhelming voice votes in favor of the motion.
