Niger Delta Artisans refineries: PANDEF querries discriminatory treatment, demands justice

The Pan Niger Delta Forum (PANDEF) has raised issues over discriminatory treatment against operators of various artisanal refineries in the Niger Delta as against the intention of the government to legalize the activities of all those who are mining various solid minerals around the country, without any formal approvals.
National Publicity Secretary of the Forum, Dr. Keb Robinson in a statement issued in Abuja on Wednesday said they have decided to call attention to this discriminatory practice which has continued to go on particularly arising from the Summit on Solid Minerals which was co-hosted by the Solid Minerals Development Fund and the African Finance Corporation which took place in Abuja, yesterday, Tuesday, 17th October, 2023.
“After that program, it was announced amongst other things that the Fund, which is specially set up to promote the solid minerals sector will very soon extend financing interventions to cater to those who are currently operating as illegal miners.
“Furthermore, they will all be recognized, registered, and given licenses to improve on their current illegal and artisanal activities.
“We have observed that even, in the past, illegal mining of solid mineral resources has been given an official nod at the highest levels. Especially, with the launch of the Presidential Artisanal Gold Mining Development Initiative (PAGMI) in 2020. “We recall how the immediate past Governor of Zamfara State, now Minister of Defence, Bello Matawalle, openly visited the Presidential Villa with large nuggets of gold, said to have been produced from his State.”
He said, this time the federal government has decided to go one step further by apparently declaring full support for the local artisanal and illegal mining of solid minerals in the country.
“However, PANDEF acknowledges the efforts of the Federal Government to expand the national economy as the dependence on oil and gas for the past 60 years has become overbearing and unsustainable.
“It is shocking that this same Federal Government continues to discriminate flagrantly against the people of the Niger Delta as their efforts to develop local technologies are tagged illegal refineries and therefore daily burnt and the operators paraded as high-level criminals.
“Even the local efforts in developing technology, which, even the NNPC has not been able to do are often harassed, bombarded, and destroyed, further damaging the badly polluted and degraded environment of the Region. A typical story of throwing away the baby with the bath water!!!
“We recalled that Vice President Yemi Osinbajo, then Acting President, had during his tour to the Niger Delta in 2017 promised that the Federal Government will equally promote the development of local technology through the conversion of these artisanal refineries into legal entities, thereby making them viable companies. “Similar to the present set of miners who will now enjoy warm handshakes and financial largesse from the Federal Government and its international partners, these refineries were expected to be the foundation for Nigeria’s technological breakthrough in local refining through their conversion to modular refineries.
“Six years down the line, no specific Fund has been set up for these artisanal refineries, none of them has been legalized, and allowed to operate and the operators are being chased about, arrested, and whatever efforts they have made are bombarded and set ablaze by the Nigerian military.
“PANDEF wonders if there are two sets of laws in Nigeria as the Niger Delta people have always been at the receiving end. “
PANDEF called on President Bola Ahmed Tinubu to reverse this inconsistency, more so, as it is the money from the Niger Delta that is being used to fund the efforts to regularise the activities of illegal miners. What is good for the goose is good for the gander!!
“President Bola Ahmed Tinubu, as an acclaimed democrat with a noted track record of fighting for justice from his days in NADECO, must correct this double standard, and not allow the continued subjugation of the Niger Delta.
“We trust that the Federal Government of Nigeria will take urgent steps to correct this grave injustice”

Nigeria grieves as Edwin Clark, Niger Delta Icon, Passes at 97

Nigeria is in a mournful mood, after it lost one of its most influential voices in national politics and Niger Delta activism, Chief (Dr.) Senator Edwin Kiagbodo Clark, OFR, CON.
The elder statesman and Ijaw national leader passed away on Monday, February 17, 2025, at the age of 97.
His family, in a statement signed by Prof. C. C. Clark for the family and Mr. Penawei Clark for the children, confirmed his passing and expressed appreciation for the outpouring of prayers and support. Further details about his funeral arrangements will be announced later.
Chief Edwin Clark was not just a politician; he was a movement. His life’s work revolved around justice, equity, and the development of the Niger Delta region.
From his early days in public service to his tenure as Federal Commissioner for Information under General Yakubu Gowon, he never wavered in his commitment to his people.
As a fearless advocate, he championed resource control and economic justice for oil-producing communities, often challenging successive governments to address the plight of the Niger Delta.
Through the Pan-Niger Delta Forum (PANDEF), he remained a key voice in Nigeria’s restructuring debate, consistently pushing for a fairer federation.
His contributions extended beyond politics. He was the founder of Edwin Clark University in Kiagbodo, a lasting testament to his dedication to education and youth empowerment. A mentor to many, Clark’s influence shaped the careers of numerous politicians, activists, and leaders across Nigeria.
His passing marks the end of an era, but his legacy of courage, advocacy, and unwavering dedication to his people—will live on.

PANDEF Demands NNPC Leadership for Niger Delta, Insists on Independent Ministry for Niger Delta Affairs

The Pan Niger Delta Forum (PANDEF) has called for the appointment of the next Group Managing Director (GMD) of the Nigerian National Petroleum Company Limited (NNPCL) from the South-South region, emphasizing the Niger Delta’s pivotal role in the nation’s oil wealth.
This demand was made during a courtesy visit by the PANDEF National Executive Committee (Exco), led by Ambassador Godknows Igali, OON, to the Bayelsa State Council of Traditional Rulers in Yenagoa.
Ambassador Igali highlighted that the Niger Delta, which produces the bulk of Nigeria’s oil, has long been marginalized in leadership positions within the oil and gas sector.
He argued that it is only fair that the next GMD of NNPCL, the key player in Nigeria’s petroleum industry, comes from the region.
“The Niger Delta has been the backbone of Nigeria’s economy for over 60 years,” Igali stated. “It is time for our people to not only bear the burden of oil production but also have a direct hand in managing these resources at the highest level.
“A GMD from our region will ensure that policies reflect the needs and aspirations of the communities most affected by oil exploration.”
PANDEF also rejected any proposal to merge the Niger Delta Development Commission (NDDC) under a broader Ministry of Regional Development.
Igali stressed that the NDDC was established specifically to address the environmental degradation and underdevelopment caused by decades of oil exploitation in the Niger Delta.
“NDDC is an interventionist agency rooted in the principle of derivation, and it must remain independent,” he said. “Merging it under a generalized ministry would dilute its focus and undermine its effectiveness in tackling the unique challenges faced by our region.”
Ambassador Igali disclosed that PANDEF had submitted a formal memo to President Bola Tinubu, co-signed by the forum’s Board of Trustees, urging him to sign the South-South Development Commission Bill into law.
The bill, recently passed by the National Assembly, aims to accelerate development in the region.
Ambassador Igali also addressed the severe environmental degradation in the Niger Delta, calling for urgent action to restore the region’s ecosystem. He noted that the environmental cleanup process could take up to 30 years due to the extent of the damage caused by oil spills and gas flaring.
“Oil companies operating in our region must respect the communities and take responsibility for the environmental destruction they have caused,” Igali asserted.
He further advocated for agricultural development in the Niger Delta, comparing the region’s fertile soil to that of Vietnam, a country renowned for its rice production. “We have the capacity to feed ourselves and become an agricultural powerhouse,” he said, emphasizing the need for diversification beyond oil.
The Chairman of the Bayelsa State Council of Traditional Rulers, HRM King Bubaraye Dakolo, expressed strong support for PANDEF’s initiatives, praising the Exco for its commitment to the region’s development.
“The Niger Delta has fed Nigeria for over six decades, yet we have little to show for it,” King Dakolo stated. “The Igali-led Exco is made up of individuals with proven track records who can bring about meaningful change.”
King Dakolo urged PANDEF to develop new strategies to protect the region from exploitation and to drive sustainable development. Using the metaphor of the porcupine, he emphasized the resilience of the Niger Delta: “We may seem small, but like the porcupine, we are not to be trampled upon.”
He also called on the Federal Government to establish a Marine Safety Corps to address the unique security challenges faced by riverine communities in the Niger Delta, akin to the Federal Road Safety Corps for road transportation.
As a symbol of support, King Dakolo presented two of his published books, including an award-winning work, to PANDEF through Ambassador Igali.
The visit to the Bayelsa State Council of Traditional Rulers underscores PANDEF’s commitment to unifying the South-South region and amplifying its voice in national discussions. Ambassador Igali reiterated PANDEF’s resolve to ensure the Niger Delta receives its fair share of national resources and representation.
“Though we speak different languages, the Niger Delta now speaks with one voice through PANDEF,” he declared. “We will continue to advocate for our people until justice and equity are achieved.”
The demands for leadership roles in key institutions like NNPCL and the preservation of the NDDC’s independence reflect PANDEF’s broader goal of ensuring the Niger Delta’s resources are managed in ways that directly benefit the region’s communities.

PANDEF congratulates Governors Diri, Otu on emergence as South South Governors Forum Leaders

The Pan Niger Delta Forum (PANDEF) congratulates His Excellency, Governor Douye Diri of Bayelsa State, and his excellency, Governor Bassey Otu of Cross River State on their emergence as Chairman and Vice Chairman, respectively, of the South South Governors Forum.
PANDEF Spokesman Olorogun (Sir) Obiuwevbi Ominimini, in a statement issued on Monday in Abuja said their election is a testament to their proven leadership, dedication to governance, and commitment to the development of the South South region.
According to the statement PANDEF is confident that under their leadership, the forum will take bold steps to address critical regional challenges.
“The South South needs strong collaboration to drive progress in key areas, including establishing a robust regional security architecture to combat threats, Prioritizing a regional railway network and marine transportation system.”
The statement also said their appointment will help in reviving and adequately funding the BRACED Commission to drive regional economic integration.
Explaining further, the statement indicated Governors Diri and Otu bring vast legislative and executive experience, positioning them to effectively champion policies and projects that will uplift the region and its people.
“PANDEF is eager to collaborate closely with the new leadership of the forum to accelerate sustainable development and enhance the quality of life for South South citizens.”
