N23.7trilliion Ways and Means: Senate cautions executive on need to brace up for passage

The Senate has cautioned some officials in the executive arm of government to furnish it with required details for the passage of N23.7trillion Ways and Means Restructuring forwarded to it by President Muhammadu Buhari in December last year .

Controversy had trailed President Muhammadu Buhari’s request for approval of restructuring of N22.7trillion Ways and Means advances given the federal government by the Central Bank of Nigeria (CBN) when the senators penultimate week turned down the request amidst rowdy session.
The lawmakers raised objections while considering the report of the Committee on Finance for Approval of restructuring of N22.7trillion Ways and Means advances collected by the Federal Government from Central Bank of Nigeria (CBN) within the last ten years.

However, President Buhari while reacting to the lawmakers objection had told the senate during a meeting that should they continue with their resolve to block the plan to restructure government loans from the Central Bank, the country will be made to pay an extra $4 billion to service its debt.

Buhari indicated that should they fail to grant the securitization approval it will cost the government about 1.8 trillion naira in additional interest in 2023.
However at plenary on Tuesday the lawmakers specifically asked the Minister of Finance, Budget and National Planning, Zainab Ahmed and the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, to supply required information on the presidential request to the special committee set up for that purpose last year within three days

The red chamber warned that in view of Presidential and National Assembly elections coming up next month, it will be forced to adjourn plenary this week or latest by Tuesday next week for practical participation in campaigns.
Senate’s warning came after a request made by its Leader, Senator Ibrahim Gobir (APC Sokoto East) who is the Chairman of the Special Committee set up to interface with the Finance Minister and CBN Governor for details on the N27.3trillion Ways and Means Restructuring, for additional three days .
Gobir who rose through Order 40 of the Senate Standing rules under personal explanation, told the Senate that series of attempts made by the Committee from 28th December, 2022 to Tuesday, 17th January, 2023, to meet the Finance Minister and CBN Governor for the required details proved abortive.
He said, “As a special committee for urgent and thorough assignment, we hit the ground running immediately after composition on 28th of December last year.
“For required details on the N22.7trillion Ways and Means Restructuring, six vital questions were raised, five for the CBN governor and one for the Finance Minister, but their trips abroad, prevented us from asking them the questions.
“Now that they are around, we request the Senate to give us additional three days for thorough work on the assignment and submission of report” he said.
Apparently piqued by the submission, the President of the Senate, Ahmad Lawan in his response said the Ways and Means request from the President, is a very serious issue that must not be taken with levity by all those concerned.
The Senate President declared that the upper legilative chamber is ready to approve the request after thorough scrutiny which can only be done if required details are provided by relevant officials from the executive arm of government.
“We must have necessary information for passage of the N22.7trillion request and time is not on our side in the Senate now in view of coming general elections .
“If there is need for the Senate to sit up to Friday this week for thorough consideration and passage of the request, it will be done but the affected officials from the executive must also expedite action on provision of required information as regards documents authorising approval and disbursement of the monies totalling N22.7trillion”, he said.

President Muhammadu Buhari had in separate letters to both Chambers of the National Assembly on December 21, 2022, sought for approval of restructuring of N23.7trillion Ways and Means .
The President in the letter said : “The ways and means advances by the central bank of Nigeria, to the federal government has been a funding option to the federal government to cater for short term or emergency finance to fund delayed government expected cash receipt of physical deficit.

“The ways and means , balances as at 19th December 2022 is N22.7 trillion.
“I have approved the securitization of the ways and means balances along the following terms ÷ Amount. N23 .7 trillion, Tenure 40years, Moratorium on principal repayment , three years , Pricing interest rate 9%, .
“Your concurrence and approval is sought to allow for the implementation of same”
Attempts made by the Senate to approve the request during passage of the N21.83trillion 2023 budget on 28th of December last year failed , making it to set up the Senator Gobir led special committee to laise with the executive for necessary information.

Lawan condoles with Borno Governor, victims of flood disaster

Former President of the Senate, Ahmad Lawan has extended his condolences to Governor Babagana Zulum and the people of Borno State following the recent devastating floods that have ravaged parts of the state.
A statement by his media adviser Dr. Ezrel Tabiowo quoted Lawan to have expressed deep sadness over the loss of lives and property caused by the disaster, which has left many residents displaced and without livelihoods.

He urged swift intervention from the National Emergency Management Agency (NEMA) and other relevant agencies to provide relief materials and assistance to the affected communities.

Lawan, who represents Yobe North Senatorial District, commended Governor Zulum’s efforts in responding to the flood disaster and pledged his support for the affected communities.

The former Senate President’s statement conveyed his solidarity with the people of Borno State during this challenging time.
The statement reads, “I am deeply saddened by the news of the severe flooding in Borno State, which has caused untold hardship and suffering to our compatriots. My heart goes out to those who have lost loved ones and property in this disaster.

“I urge the National Emergency Management Agency (NEMA) and other relevant agencies to swiftly provide relief materials and assistance to the affected communities.“

“I want to commend Governor Babagana Zulum for his proactive efforts in evacuating residents from the flooded areas and providing temporary shelters for them. His leadership has been instrumental in minimizing the impact of the disaster.“

He commended the federal government for providing additional support to Borno State to enable it to cope with the aftermath of the flood.

Lawan also urged the Borno State government to work with relevant agencies to find lasting solutions to the flooding in the state.

“While we commiserate with the victims of the flood, we must also work towards finding lasting solutions to this perennial problem. The Borno State government, in collaboration with relevant agencies, should embark on a comprehensive flood control programme to mitigate future disasters,” he said.

Senator Lawan prayed for the repose of the souls of those who lost their lives in the flood and wished the injured a speedy recovery.

KGHA Resumes Sitting, Congratulates Ododo over Supreme Court Victory

The Kogi State House of Assembly has reconvened after a lengthy recess, with Speaker Rt. Hon. Aliyu Umar Yusuf expressing gratitude and excitement over the Supreme Court’s affirmation of Governor Ahmed Usman Ododo’s victory in the November 11th governorship election.

Kogi Assembly Passes Vote of Confidence on Governor Usman Ododo

The Kogi State House of Assembly has passed a Vote of Confidence on Governor Ahmed Usman Ododo, lauding his outstanding achievements over the past seven months.

The vote of confidence was passed during Tuesday’s plenary session following the adoption of a motion on Urgent Public Importance, moved by Hon. Akus Lawal (APC-Ankpa 1).

In his motion, Hon. Akus highlighted the governor’s significant accomplishments in fiscal discipline, financial management, agriculture, health, security, infrastructure development, and education.

The motion commended Governor Ododo’s efforts in reducing the state’s domestic debt from N121 billion to N38 billion, earning Kogi State a “B-” rating with a positive outlook from FITCH Ratings.

The governor’s initiatives in agriculture, such as designating 8,000 hectares of farmland, releasing N8 billion to farm clusters, and refurbishing 200 tractors, were also praised.

In health, the motion recognized the governor’s efforts in formalizing the Health Insurance Scheme, revitalizing over 70 primary health centers, and distributing essential consumables and hospital equipment.

The governor’s commitment to security, infrastructure development, and education was acknowledged as well, including the engagement of local hunters and vigilantes, the launch of a metropolitan quick response unit, and the construction of roads and model colleges.

The House of Assembly’s vote of confidence is a testament to Governor Ododo’s dedication to transforming Kogi State and improving the lives of its citizens.

Hon. Jibrin Abu (APC-Ajaokuta) seconded the motion, which was supported by other members. In their various submissions, they applauded the governor for his achievements despite the pressure from ongoing litigation.

In his ruling on the motion, Speaker of the House, Rt. Hon. Aliyu Umar Yusuf, noted that despite the pending litigation from the election, the governor had achieved a great deal within seven months. He highlighted Governor Ododo’s impact on fiscal discipline, financial management, debt reduction, improved Internally Generated Revenue (IGR), and advancements in the agricultural sector.

Speaker Yusuf also emphasized the tremendous support the health sector has received under Ododo’s administration, from private healthcare to tertiary health institutions. He noted significant improvements in security, infrastructure development across the three senatorial districts, continuity and support for education, as well as reforms and improvements in Kogi’s civil service at both the state and local government levels.

He concluded that the governor not only deserves a pass mark but also excellence, and that a Vote of Confidence to support and encourage him was indeed in order.

Speaker Yusuf then adopted the motion following overwhelming voice votes in favor of the motion.
